Washington and Tokyo Put Lithium on the Map

The United States and Japan have formally named a Brazilian lithium project as a strategic priority in a joint minerals agreement, marking a significant step in both governments' efforts to build supply chains for electric vehicle batteries independent of China.

A Joint Fact Sheet issued on 20 March 2026, following a summit between Prime Minister Sanae Takaichi and President Donald Trump, identified Atlas Lithium's Neves Project in Brazil's Minas Gerais state as a potential contributor to diversified critical minerals supply for both nations. The document was released after a ministerial meeting in Tokyo that brought together the US Department of the Interior, the Department of Energy, and Japan's Ministry of Economy, Trade and Industry.

In 2024, Mitsui made a $30mn strategic investment in Atlas Lithium and signed an offtake agreement (a commitment to purchase future output) for lithium concentrate from the Neves site. Both governments went on record in the Fact Sheet as considering direct financial support for the project's development.

The Neves Project remains in pre-production. Processing equipment has arrived in Brazil for assembly, and the company says all required permits are in place, including mining concession, water use rights, and vegetation clearance authorisations. Annual output is expected to reach 300,000 tonnes of lithium concentrate once the facility is operational.

The bilateral endorsement reflects a broader shift in how government financing reaches mining projects. Producers that secure private-sector offtake and investment partners ahead of approaching sovereign-backed lenders are increasingly finding themselves at the front of the queue. US domestic lithium output remains well short of national demand, leaving Washington reliant on imports and allied supply arrangements to meet projected battery needs.

Whether the political signal in the Joint Fact Sheet translates into formal financing commitments, and on what timeline, remains to be determined.
